The Override Rank Cannot Reach

Published July 2026

Abstract

This study examines public administration, role-based access, compliance, and control documentation across seven enterprise AI deployments. The original claim was that senior users receive the same governed output as everyone else in the organisation. The documents require a narrower finding. Microsoft and Amazon Web Services each document a mechanism that can remove part of the governed layer at the moment of use, but those mechanisms are assigned through group membership, identity policy, function, or scope. The documents do not identify executive rank as a basis for query-time variation. A chief executive may be placed inside an exemption, as an intern may be placed inside one, but rank itself confers nothing at the prompt.
